Internally, the parent companies (Disney and AT&T) probably see the publishing arm as a sort of marketing/advertising sunk cost. As long as they are paying for themselves but not turning a big enough profit, they are content to let them keep running.
AT&T in particular does not give a fuck about DC in general other than that includes the Batman and Superman IPs. And to a lesser extent Flash, WW, etc. But mostly Batman.
I’m not a digital guy because I can’t hold a digital copy in my hand. If I spent as much on digital as I do on floppies and then somewhere some server crashes or my hard drive fries or comixology gets into a beef with a publisher over content or half a hundred other scenarios, then you’ve spent real money on literally something that doesn’t physically exist.
